In Fragment II of The End of Bovadium[1], it is mentioned that other cities besides Bovadium had been experiencing troubles from Motores Bi; the Capital City is described as having "become an almost solid mass of Motores". During the debates between the Northerners and the Southerners, the Minister choose not to do anything proposed by either side and would have proceeded with his own plan had he not gotten trapped in the Capital City and died.[2]
